是不是第一个强调spend，第二个强调on teachers

但是题目又没有提示，一般怎么判断？？

我选A，答案是B，demand只有是动词引导宾从，后面才是BE啊，这里demand是名词吧，reflects应该是动词和宾从的引导者，也要符合(should) be规则？

我觉得B中的it指代的是the money, 所以也有问题。

我觉得这题应该一上来可以把ACE都排除掉
主要看最后说“not on books”  所以可以看出来only强调的应该是【钱用的地方】 所以only后面应该紧跟 on teachers是 而不是跟spend 如果紧跟spend 意思就变为强调【钱的用法】了
所以还剩下BD 但是我选到了D。。。。

B中的It从意义上指代的是administration，但是admin后面有's，这样从语法上来说不合理呀。
