not A unless B
so not b -----> not (not A)
then not b ----> a
is that right ?

the author assumes that all works is not done right the first time then the bottlenecks and delays canbe eliminated. Is that correct? of course not!
because some works are not relate to the bottlenecks and delays .

that is the author's questionable presupposition :
any flaw in the work on a product would cause a bottleneck or delay and so would be prevented from occuring on a "fast cycle" production line.
