我选择的是E，主要问题集中在

1.  to 还是 for 的选择上，我觉得从逻辑上来说borrow money应该是legislature的内容而不是impose动作的目的，所以更倾向选择名词并用for 来连接。但是错了...

2.  有人说with the intent of doing这种用法只能是人发出，是否有这个说法呢？

1.在GMAT中to do都是优于for doing的，除了一些固定的搭配，比如be responsible for doing sth.。

2.我没有听过with the intent of doing只能由人发出的说法。不过可以确定的是with the intent of doing和intended to do比较是很redundant 的
