搜索了一下以前的帖子，还是没定论哎，请大侠们help! 到底哪个对啊！！

OG 62(11 edition) 是选D的，而白勇P84 第3提说是选A的，我觉得这题是有歧义的。

我也觉得应该是选A, 因为它应该保证词性相同才行, 磷被市政当局倒入湖里,不是一个永恒的概念,而只是当时的一种情况,所以不应该用ARE, 而应该强调的是过去的过去啊.

 但是关于ALLOW的宾语到底应该是谁就不是很清楚了,我觉得磷作为一个物体同样也可以作为ALLOW 的宾语的

我问了我的英国老师，他说选D跟OG的答案是一样的，不过他说不出为什么，就好像那种约定成熟的，没理由的，不讲语法的。我晕！
