是不是说“s国可以进口的通讯设备，只有保证这些通讯设备不只供应给那些s国的高级官员“？  答案是B吗？

明白了哈，把B项取非更容易理解些，意思是进口到s国的电子产品只能在政府高层才能获得。则对该国的锁国政策没有任何改变，即weaken了原文，not+weaken，就是假设了哈！
