如果是former的， 与后面的主句说attend很多会议，明显矛盾啊，既然是前主席，怎么参加会议嘛

可是不能當前主席18年        这个好像make sense !

1）第一个问题已经讨论得比较清楚了，我觉得如果要正确表达former做了18年，原句可以改写为
As the chair of the planning board who formerly held the position for 18 consecutive years and a board member for 28
years, Joan Philkill attended more than 400 meetings and reviewed more
than 700 rezoning applications.

2）A,B,C的另一个问题是：former和attended冲突

既然是attended, 那么就是表示那时如何，既然是那时的行为，title就不是former了.

如果第一个加了 former 第二个没有理由不加 former 呀
