C的解释应该是这样的，因为strike如果outlaw的话，那政府就会有损失，因为有Binding arbitration ,所以，政府应该outlaw其他一些XXXX的STRIKE，就是没有BA的

所以如果是要CONCLUSION的话，应该就是说BA这方面的吧？
