我认为题目已经限定范围在to reduce cost里面,所以裁员产生的影响有很多个,题目只关心对cost reduction的disadvantage

因此C是一个将来可能影响公司的cost,而B也是disadvantage,but this item relate to business enviorment which does not directly relate to cost;
