可是对于E选项怎么就能成为削弱的原因 我实在推不出来

选项说：官员很少夸大threatened funding的影响。就是承认官员的说法。

官员说 ：the cuts would force them to reduce expenditures for essential services。

但是题目的conclusion是：can implement further cuts without reducing any expenditures for essential services

所以是削弱

答案说：官员没有夸大影响

题目中提到影响的内容是 essential services

那没有夸大 就是说没有影响 essential services

没有影响essential services  不就是mayor的观点么

E应该就是直接表示赞同学校的offcials了，也就是会减少essential service开支，削弱。

没有夸大，是指没有夸大减少资金对影响关键服务的潜在恶劣后果，即学校官员是实事求是的表述了这个恶劣后果，也就是说减少资金影响关键服务是实际情况，那么你市长当然就不应该再减少资金了啊，因此当然是削弱。。。

楼主想不明白的原因在于对夸大的真正对象的理解不准确，夸大的对象是潜在的恶略后果而非关键服务
