    答案是C，以前做这个题目，想都不想就是C，因为我只知道ground for doing sth

    后来查了LONGMAN，解释如下：
    ground的固定用法：
（1）grounds for (doing) something
Mental cruelty can be grounds for divorce .
（2）have grounds to do something
Did the police have reasonable grounds to arrest him?
（3）on (the) grounds of something
Flying was ruled out on grounds of cost.
（4）on the grounds that
We oppose the bill, on the grounds that it discriminates against women.

     于是想问，为什么B不对呢？？

確實有這兩種用法！表示根據，理由。
我唯一能想到的理由是
1. for 常表原因。
2. Ving 表示進行概念。說明美國保守派一直同情 Pretoria政權。
    to V 表示正要進行。說明美國保守派有立場而準備要去同情 Pretoria政權。
而從邏輯上看，這應該是一件一直發生的事，所以Sowell這鳥人才要來argue!
