PREP一道逻辑题

今天模考了一套PREP,其中有一道逻辑题不解：

When people evade income taxes by not declaring taxable income, a vicious cycle results.Tax evasion forces lawmakers to raise income tax rates, which causes the tax burden on nonevading taxpayers to become heavier. This, in turn, encourages even more taxpayers to evade income taxes by hiding taxable income.

The vicious cycle described above could not result unless which of the following were true?

My answer: Taxpayers do not differ from each other with respect to the rate of the taxation that will cause them to evade taxes.
Correct: When lawmakers establish income tax rates in order to generate a certain level of revenue, they do not allow adequately for revenue that will be lost through evasion.

The vicious cycle: evading tax cause lawmaker to increase the tax rate.

推理是来自这个前提，根据提问：cannot result the vicious cycle unless， 是问前提正确性的基础，需要政策制定人解决逃税的方法就是提高税率。

MM,题目的意思其实是在说

有一部分人逃税，>税率上升》没有逃税的人要承担本不属于他们的税负》这部分不逃税的人也开始逃税了

问的是cannot result the vicious cycle unless

这个提问方式要先弄清楚，他问下面那个发生了，上面的才可以发生，其实就是道assumption题，

答案是 制定税率的人没有考虑到没有逃税的人也会无辜遭殃

只有这样，才会形成viciou cycle,其实这个题目就是在说制定税率的人很笨啊，考虑问题不周全。连累了一群无辜百姓啊。

这样说我明白些了，不过这个选项我觉得只是相对比其他几个好一点。

如果制定税率的人考虑到了没有逃税的人会遭殃，就会避免这个恶性循环。这个条件假设中间也得绕几个弯呢，如果没有逃税的人最终也逃税了这部分损失的税比税率提高而获得的收益少的话，这个政策还是可以执行的不是么。。。hehe,有点像作文的argument
