感觉问题复杂化了，排除语法概念，单纯从句意上比较容易理解
1. the same as 有比较概念
2. the same that 就是一从句，同一情况有另外一件事情

以楼主例子，压根没有比较什么，只是说同一年发生了另一件事，所以不能用as

感觉从语法上讲 the same as 是 并列句，as 两边做比较，强调2件事情的共性
the same XXX that 是限制性定语从句，的么that后面只是修饰XXX的，句子不强调共性，只是限定说明一下如何的XXX

当动词一样，则往往为了强调前后的共性。
就像，我跑得跟你跑得一样快。一般不说成 我跑的在一个速度that你跑的

而动词不同，一般没什么好比的
就像，我跑在那个街区that你住的
我觉得地球人应该不会说出
如同我吃得很你拉得一样爽     之类的诡异的话。

例题2道
174(C): A letter by Mark Twain, written in the same year that The Adventures of Huckleberry Finn was published, reveals that Twain provided financial assistance to one of the first Black students at Yale Law School.

80(A). Salt deposits and moisture threaten to destroy the Mohenjo-Daro excavation in Pakistan, the site of an ancient civilization that flourished at the same time as the civilizations [did] in the Nile delta and the river valleys of the Tigris and Euphrates.

【俺认为the same...that...中的that是同位语修饰时间，而不是所谓的定语，因为that指代的时间不在句中做成分（如果做成分，应该用when或者in which）】

我认为xdf-22题不能选the same...as..的原因是that前面有逗号了。

有逗号是因为some 25 degrees above the horizon 是插入语,当他是空气好了.

the same ... as  和the same X that 区别就是在于前者是在做比较,后者只是定语修饰

逻辑意义上的区别很大,所以一般不太会搞错

the same that..指exactly the same，同一样东西，
the same as..指类似，且as表示when...的时候，必须只跟名词，as表示in the same way时后面必须加从句（来源：manhattan)故不是因为动词神马的
xdf那题，因为不是指完全同一个地点同一个距离，题中已提示about,故只能用the same as. 不省略will是因为如果helping word省略，则同样时态的动词必须在句中出现过，而前面出现的动词是passed，后面用一般将来时，则不能省略will.排除E是因为为了完全平行，句前介词前置，will do没有倒装，故选D。

这里我觉得：
5)在下列情况下，只能用that而不能用as:

as只能是关系代词，但是that可以作为关系副词和关系代词的。

如：I live in the same city that he lives.此处只能用that，而不能用as;

但是，如果稍加改动，I live in the same city as he lives in。则就可以用as了，因为,as此时是关系代词（当然，此处也可以用that）。
这个地方是有错误的，不可以说：I live in the same city that he lives.只能说：I live in the same city that he lives in. 或者I live in the same city where he lives. 这里LIVE 做“居住”的意思时时不及物动词，that 是连系代词，指代city！
所以第五条不要听！
个人意见！

总结一下：the same as 强调动作，the same that 则不强调动作；

the same as 表示像什么一样，要求前后两个是比较结构，如： the same for… as for …和 the same to do as to do等，the same that表示就是同一个事物，the same that中的that其实就相当于定语从句的引导词，此时必须有明确的先行词；

个人感觉:
1、the same as 是 idiom，其意义在于合理的优化句子，使句子更简洁。为了保证没有歧义产生，高度平行是the same as 的运用前提。
2、但是部分情况下，句子要表达的含义决定了the same 前后部分无法高度平行，只能退而求其次，用the same A that去表达。而that。。。。。部分则是修饰A的。
