生产商的argument是，把通信产品进口到S国，可以有助令到S国less repressive，原因是it is impossible for a country....is widely available to THE POPULATION OF THAT COUNTRY

他们的assumption就是，只要把通信产品进口S国，这些产品就会available to S国的整个population

B说的就是这个意思，生产商assume那些产品不会available solely to top development officials in S（因为如果是这样的话，进口更多的通信产品到S国就不会令到S国less repressive）
