请教L2002-06-4-19

19.

Large-scale goverment projects designed to benefit everyone-such as roads,schools,and bridges--usually  benfit some small segments of society, initially at least, more than others. The more equally and widely political power is distributed among the citizenry, the less likely such projects are to receive funding. Hence, government by referendum rather than by means of elected representatives tends to diminish, not enhance, the welfare of society.

What one of the following is the assumption on which the arugment depends?

A) Large-scale goverment projects sometines enhance the welfare of society.

Why?

怎么最后一句话中的goverment referendum 和 means of electd representatives  都没出现呢。另外,是不是“goverment by referendum" 就是第二句里的"more equllay and widely political power"?这道题GAP 太多了,每一句都有新词.  Thanks a lot!

我也问了这一题,比你早几天。我后来自己又想了一下,给了自己一个解释,参考一下吧:

我觉得government by referendum应该就是the more equally an widely political power is distributed among the citizenry

那么也就是说在government by referendum的情况下,"the less likely such porjects are to receive funding", that is, such large-scale government projects are less likely to receive funding(or support)

let's move onto the conclusion then, it reads:"government by referndum...tends to diminish the welfare of society."

what's the gap between the premises and the conclusion? u'll find that the choice A is.

因为large-scale government projects接受不到funding(也就无法实施了),welfare就减少,中间的假设自然是这些projects sometimes enhance the welfare of society.

不知我的解释是否正确,暂且参考一下!
