急！！！关于白勇语法中的一个问题

白勇语法第218页中讲到跳跃修饰的判断方法：利用主谓一致判定定语从句的修饰对象。

例句：Out of ... grows a market for bygone styles of furniture and fixtures that is bringing... back. ( that 从句修饰 a market)

但是新东方上课的时候明明讲的是that不能跳跃修饰的亚。

请问有人能帮忙解释一下么？？？
