我觉得E的问题有2：
1,即使E要成为正确答案，也应该是will be able to deliver a heavier load of instruments into orbit and to cost less than the space shuttle can.否则 to cost less 放在句尾太突兀。

2，the space shuttle 后的can最好补出。
