Organizations should be structured in a clear hierarchy in which the people at each level, from top to bottom, are held accountable for completing a particular component of the work. In the first place, as a basic element for an organization a clear hierarchy helps the executing of a plan or a task. In general, we can see the importance of the hierarchy structure from the fact that all the companies in the world may have a long or short hierarchy. The trend of adopting a short and flat hierarchy by more and more companies suggests that organizations prefer a clear hierarchy in favor of efficiency. In some companies, such as Carrefour and Wal-Mart, organizations are structured in an extremely short and flat hierarchy to encourage competing in the same level and accelerate the process of executing a certain task. In the second place, the short and flat hierarchy makes an organization more flexible when the market changes. The longer the hierarchy in an organization, the slower the organization responds to the changes in the market. As the typical of a long hierarchy, the governments in some countries implement a certain plan or policy in a long long term. To solve some social problems, the procedures may have the pool for the problem, then the first process to research by the first level, then again the second process to research by the second level, then the third, the fourth. It takes one or two months for short or one or two years for long to carry out a policy while the social problem may have changed during the same period. If there are only three or four levels in the government organization, the policy will be more pointed and be carried out in a short time. Admittedly, the long hierarchy is needed for the accuracy of the outcome in some important circumstances such as the policy aimed to change the economic system of a country, or the plan of a certain company for the development of the future 10 years. In other circumstances, the short and flat hierarchy, in other words the clear hierarchy, is strongly suggested for a company in a competitive and fast-changing global market today. In conclusion, considering the market and the society nowadays are fast-changing, I suggest a clear hierarchy for the most organizations and governments. |
