149. The cotton farms of Country became so productive that the market could not absorb all that they producedConsequently, cotton prices fellThe government tried to boost cotton prices by offering farmers who took 25 percent of their cotton acreage out of production direct support payments up to a specified maximum per farm

The government's programif successfulwill not be a net burden on the budgetWhich of the following if trueis the best basis for an explanation of how this could be so?

政府出钱补贴棉花农场,棉花的价格就不会下跌的很厉害,棉花农场的收入就不会有太大影响,他们就会缴税,政府的支持就不是net burden
