虽然我选对了答案B， 但看了此题的逻辑结构， 发现个问题：
题干中，architecture inviting and functional for public use 推出 unobtrusive， A>B
            strong personalities take over their work 推到 buildings that are not    functional for public use， C>not A

B中，却是C>not A>not B, 这样不成了， A>B, not A>not B? 这好象有悖于逻辑推理吧？

答案是D，可我觉得D也不对啊，此提是assume的题，应该是必要条件， 然举个例子，如果20年前photovoltic是traditional的25倍， 现在用了新科技， 成2.5倍（相对于20年前的traditiaonal）， 但现在的traditional确涨成了原来的3倍(whereas the corresponding cost for traditional plants, which burn fossil fuels, has increased)， 结论不还是成立吗？

这道题目以前好像讨论过。不记得结果了。 因为我坚持认为ELSAT肯定是搞错了，D里面应该是less than 10 times.
