题目中要求的是critisism of historical costing as an economically sound pricing method,所以要考虑的是这种方法究竟是否是economically sound （一种定价法是否完善和成熟应取决于其是否具有弹性，能否反映其各项成本的变化）, B和C选项中体现了这种方法能反映inflation和cost of materials 的变化，显然是economically sound的，而A中因为previous year's contractual price是相对不变，有可能导致inefficient use of funds 的，所以不是economically sound的。

economically sound 不是指cost effective,所以不能从对政府有利还是对military contractors 有利的角度考虑。

整个文章的基调和立场都是占在政府的角度上说的.所以问也是应该占在政府的角度,而不是contracts的角度

我认为，问题是对historical costing的批判，也不是站在政府角度上说的。但有点不明白：economically sounding什么意思？这好象已经带主观色彩了。

为什么大家在讨论站在谁的角度说的问题啊？这题的问题后面是for military contracts，而不是for military contractors呀。

意思是以下哪个是对该军备合同的定价方法在经济方面的合理性进行批评的最好的依据。所以根本不存在在谁的立场上说话的问题，只是要证明该历史定价法的不合理之处而已。

Between C and D: C if material prices go down a lot this year, but the contract prices are still based on last year’s prices, then C can explain the method is not economically sound. But if material prices go up, then it’s sound. So C is not a sure criticism, therefore not best.
