they are two inherently interrelated stages of learning. their relative importance/priority depends on where students are.

memorizing facts is the base for futhering or perfecting your scholar; without keeping basic facts in your mind, you can never understand idieas and concepts. the history of human, either sciece or arts, is a long run of accumulating knowledge, just like to build a skyscraper. without the numerous gravels, no majestic palace.

understanding ideas is to elevate and develop learning. without comprehension of facts, and futher to correlate seemingly discrete pieces of facts, no today's princely mansion of modern society.

which is important depends on the stage where the students are. for grade pupils, they need to remember facts, basic definition, while the they should try to relate one another logically. In postsecondary or post-graduate or docteral study, the students need to be more creative, and thus the holistic understanding of concepts becomes indispensible.
