我这样理解：他们通常需要做重大投资，包括新建厂房、招聘人员、购买设备和为了实现工作分包给他们的可能性，也就是说小公司为了和大公司搞好关系获得订单的公关费用，我的理解对吗？自己感觉好像差得蛮远的。。。

还有一句话也不是很理解

The world of corporate purchasing can be frustrating for small business entrepreneurs who get requests for elaborate formal estimates and bids.

是不是根据前文，有些小公司根据大公司的订单进行突发性的采购啊扩招啊什么的，这样的公司采购状况对于规规矩矩做生意的小企业主（他们详细制定规范的预计和投标）来说非常困惑。也就是说老老实实做生意的小企业经常被打牌不受规矩的其他小企业把生意和市场抢去，所以他们非常frustrating要不要也跟风呢？

是这样吗？又感觉自己想得太远了。。。

2. 你的第二个问题和第三个问题要合在一起看.

  从if开始,文章讲了两个事情.一个是订单大减,这些小企业就傻眼了;另一个是这些拿到详细而庞大预测和中标的小企业的采购会很恼火.(这句话我翻译的不大好哈,但是不太影响做题的,见谅)

  那个both就是指前面提到的这两个事情.
