我觉得：1.先行词where有问题

2.定语从句的代词指代应按照由近及远的顺序从主句中寻找:我觉得就是因为they本应指代other clans却误指代Anasazi，也可确定c错误

但是显然这道题目不符合这个要求。你通过什么可以判断they同their指代是相同的词呢？所以造成了文章的歧义。

有歧义的！这个they 明明指的是other clans吧！other clans才会less limited water access
你都理解成they也指代Anasazi，还说没有歧义。。。呵呵

由此可以看出access有opportunity的意思。我开始把它理解成了right，结果就把their access to water was less limited理解成了 ‘接触水的权利是更少受限制的’，从整个句子来看逻辑就不对了。

如果把access理解为opportunity, 那么句子就通了。‘接触水的机会更少地收到了限制(也就是有更多的机会接触水）’。

在粘贴一个搜索来的东西：We're talking about one billion people lacking access to fresh water, and many of those people are in countries where Coke has manufacturing facilities.  注意它的写法，access to water,而不是water access.
