又思考了下，expensive有个意思是costly, 大概是说非法猎龙的行为的代价是如此之大！以致于龙都死光光啦！

也只能这么解释了，还算凑和，再说也不影响解题

应该是讲这种行为的本身付出的代价比较昂贵吧，让龙虾的大量减产作为代价是有点昂贵.

在我下载GWD的版本中，选项A是The illegal lobster harvesting was not so
extensive that the population of catchable lobsters in Belukia’s territorial
waters had sharply declined by 1996，不是expensive。这下应当make sense 了。意即，龙虾的非法捕捉量没有大到导致龙虾数量的急剧下降。
