B不是正确答案， 此题原文是现象推测原因，削弱的方式可以是“它因导致现象” 如答案C说，是新的检测技术导致了诊断为肠道疾病的人数减少这个现象；而加强方式可以是“排除它因导致现象” 如选项D，说感染与没有感染的人喝的瓶装水的数量是差不多的，就排除了是“因为喝瓶装水数量的不同导致原因”

你红体字中的文字有问题，因为既然喝自来水的量差不多，那自来水就不是患病的因素之一。 喝自来水的量差不多，只能说喝自来水的量的多少不是患病因素之一，这与文中的结论“生病数量的减少是因为自来水质量的提高”没有关系

恩，有道理，量, 不是讨论的对象。如果说生了病的人有些喝过自来水，有些没有，那是不是可以排除自来水质量作为原因呢？

这道题目我也是看了好几遍才领会其中意思，我觉得题干中的一大堆话都是在陈述水处理厂水环境变好的现象，而真正的重点在最后一句话 thus reduced the incidence of the disease。所以由此可以分析出这道题目有两层意思：

1 水处理厂水环境变好 ==〉reduced incidence of disease(得病率）

2 reduced incidence of disease==〉dropped intestinal disease number（得病人数）

而题目诣在削弱第2层意思， 则需考虑除了由于得病率的减少其他也可以导致得病人数减少的原因。只要找出一个即可。而C正是指出新技术的准确性也是使病人数减少的原因。

我觉得没有必要在水质量的问题上深究。

OG: the health official's explanation assumes that the decrease in the number of people diagnosed with the disease accurately reflects a diminution in cases of the disease. By pointing out that this assumption is false, C is the best answer.

likely errors:

1> over emphasis on time 5yr, 10yr

2> focus on sanitary conditions of water

Or see it from another angle: A,B,E are about water, B is an evidence other than water. If B can weaken the explanation, it is the most serious one. Besides, D is totally irrelevant, because it is about severity rather than incidence. ( this method cannot be widely applied)

我明白为何选c，但是觉得c的英文含义似乎和大家的中文翻译有点儿不一样。

C. Because of a new diagnostic technique, many people who until this year would have been diagnosed as having the intestinal disease are now correctly diagnosed as suffering from intestinal ulcers.

大家的翻译：

而C说由于有了新的检测设备，本来用老机器检测出来是患intestinal disease的病人，现在用新机器测出来结果他们并不是真正患了intestinal disease，而是得了intestinal ulcer，这样一来本该算在intestinal disease里头的人数就少了，从而解释了所谓患intestinal disease病的人数减少的真正原因。

可是would have been diagnosed 不是虚拟语气吗，是实际上并没有发生的呀，也就是实际不存在被诊断为intestinal disease的情况。
