Issue 132

Issue 132. “Governments should not be responsible for regulating businesses and other organizations. Instead, society would benefit if the organizations themselves assumed responsibility for establishing and enforcing their own standards and regulations.”

Discuss the extent to which you agree or disagree with the opinion stated above. Support your views with reasons and/or examples from your own experience, observations, or reading.

“政府不应该对规范企业和其他组织负责。相反,如果组织自身承担建立和执行他们自己的标准和规范的责任,那么社会会得利。”

1.         Businesses are after all self-interest organizations whose primary goal is making profits. It is difficult to expect such organizations to behave and regulating themselves. When their primary goal of making profit conflict with is social responsibility, they may well choose to defend their profits rather than take the social responsibility. One can raise many examples for this. For instance, PX company, a Taiwan chemical company that generate toxin gases during production are forced to leave Taiwan for its pollution and set up a factory in Xiamen in mainland china. If the Xiamen government do not  regulate the pollutant that the factory produce, it may generate so many pollutants that will destroy the generations of Xiamen city in the next 20 years. Another case in point is

2.         The regulations that organization make themselves are hard to become a standard that applied by other organizations thus lack credibility and government-made regulations will have wider effect on most organizations and be applied widely. For example, the ISO9000 quality standard, the CE, ISO9004 environmental regulations are all common regulations that most companies and consumers admitted.

3.         Admittedly, excess regulation on the businesses will hamper the development of business. For example, the mainland china government has set lots of regulations for setting up one’s own business such as the least register capital, a physical office and least number of employees and taxes. Those regulations depress the vitality of many newly-found small businesses and make impede the healthy development of those middle and small businesses

In conclusion, the government should take its responsibility to regulate the businesses to make the whole market run under control. But excess control and regulation should be avoided for the government may impede the healthy development of some small promising business at the beginning.
