阅读菜鸟问题：这个with有点怪？

请帮忙解答这个with问题：

Now Congress, in apparent agreement, has required by law that businesses awarded federal contracts of more than $500,000 do their best to find minority subcontractors and record their efforts to do so on forms filed with the government.

其中“filed with the government”我有点不明白，表达的意思是businesses和government一起file the forms吗？

目前依据协议（字面规定）国会已经依法要求：受惠于联邦政府超过五十万美元合同的公司应竭尽全力寻找少数族裔转包商，并且国会会将这些公司的努力记录备案、存档于政府。

但是我的理解如果是“备案、存档于政府”的话，是不是应该用in，而不是with呢？我有查过字典，file没有和with连在一起的用法啊。

另外，我又google了一下，file with 还是有的，不过可能是提交的意思

比如：Chunghwa Telecom 2006 Form 20-F filed  with the U.S. SEC -...

          2006 Form 20-F表格归档提交美国证券交易委员会

      ESPN.com Oddsmaker filed report with NCAA
