我一开始也选择的是C，主要是考虑n. for doing和to do的区别，和楼主想的是一样的，但既然这一点已经被解开，而且and instead和instead又有区别，那么我还是尊重B

有点糊涂了。感觉b和c的意思不一样了

bpoliticians decided to 。。。, proposing instead a series of smaller steps 的意思是政客决定。。。取代了a series of smaller steps

c politicians decided to 。。。，and instead they proposed 。。。的意思是政客决定。。。，而其实他们propose了一系列smaller steps

有点说不清楚，有人能帮我解释下这句话的意思吗？

觉得 C 的主要错误在于最后的 a series of smaller steps, intending... 这里变成是 they intend... 而原文是 small steps intended... intended 修饰 steps 而非政客

所以说 C 改变原意

根楼主有一样的想法，认为to do 有修饰谓语的歧义于是选了C, 感谢二楼mm的回答,

补充一点: 因为后面的分词结构中用了instead 表明与前面的宾语有对比的含义,  而an ambitious plan  和smaller steps 正好表达了这一对比含义

所以从逻辑意思上来看, plan 也是来保护的, 所以 to do 不能修饰谓语,讲不通,   故B没有歧义
