Finally reaching a decision on an issue that has long been politically charged

老题目了拿出来都不好意思。不过好象没有人怀疑这道题目的

答案，但我总觉有问题：我认为选C，原因是虽然for这一结构

不够简洁，但没起歧义，但请看B中，to do结构却可以理解为， 

politicians postpone了这个plan是为了to protect wild salmon and other

endangered fish。也就是说to do用来修饰主语，而非plan。

请指教！

有些固定短语，比如WAY TO DO，METHOD TO DO，TO DO不能看成是修饰整个句子的逻辑主语，就看成是修饰那个词的

steps intended to do是最好的

不能用INTENDING因为修饰整个句子不对，是STEP的目的

谢谢楼上的MM，忘了to do可以修饰前面的名词,以前抄的笔记都忘了。貌似C看起来是不太爽，我特别不爽看到句子后面的they.

有少数固定用法如：works to be done，不定式做定语修饰前面的名词是正确答案，简洁有效。类似还可以用不定式做定语修饰的名词有：
way, ability, power, tendency, capacity, reason, chance, time, method, attempt, opportunity, thing, work, property

还要加个plan,郁闷！

对B选项的分词后置修饰结构感到迷惑，从意思上理解，我理解不到分词结构是前句的结果的意思。请NN解释解释用分词后置修饰的原因。谢谢！

首先：intending. 修饰歧义，可以就近修饰steps，也可以修饰theny，甚至主语
                politicians ，太混乱了。

C中用and instead，意思是：做了什么并且又做了什么（做了2件事）；但原文想表达的是不做什么，而代之以什么（只是1件事），加了and 在意思上不是很对，感觉是做了2件事。个人看法，供讨论。
