先学TOEFL还是GMAT？

I suggest you could take TOEFL first.

TOEFL vocabulary can be used as the basis of GMAT reading. Moreover, language ability developed through preparing TOEFL can be very helpful in GMAT preparation. GMAT is probably too difficult for you to prepare.

PS: If you wanna improve English abilities through preparation, you gonna take a lot more time than a preparation without improvement in abilities. You have to be aware of that.
