A中：access主语成了problem。但其实这个题中access的主语并没有出现，所以B中用名词取代动词更好。多读几遍就有感觉了。

in作为preposition需要+doing或者sth

这样看E的paying更加简洁，而A的it payment to 有点罗嗦

句子的意思应该是付钱这个行为落后了，即没有及时付款

我说下我的意见，我觉得“ falling months ”这一段只与but后面的相关，而与前面的应该分开，所以我选A，另外A中的it优先指代前句主句，并无歧义。TBD...
