关于issue模板的一个问题

看了一些网上的模板，发现正文部分大都是一段肯定，一段否定，再加一段的反面补充。可是看的《北美GMAT范文》上似乎都是一边倒的评论（全部肯定或否定）。所以请教一下，到底哪种才是对的？
