题目说通讯设备使用广泛的国家政府没办法压制人民. 其中隐含的假设是: 人民可以使用到这些设备. 因此,B说这些设备不仅仅只有政府官员能够使用是假设.

D错在most...., 其实不需要是最有效的, 有效就行了.
