Need NN help, about a SC question?

这是250题里的第43题， 我选了C，然后问了两个美国老师，她们已经有MBA学位，她们的答案也是C，而且很坚决的说，E答案肯定不对。

昨天听管为东录音，他讲的也让我觉得很晦涩，不能说服我选E。 请NN帮我解释一下，多谢了。

个人觉得这两个都有些问题
不过C的问题更加大些吧
1.the united states petroleum industry's cost of meeting environmental regulations 这个主语太长了点吧而且用's也是有问题的，to the united states petroleum industry of meeting environmental regulations 则利用介词，结构表达的清楚很多。
2.时态问题，by the end of the decade用将来式是没有争议的吧
3.C用了被动
不过真的到了考试的时候我也不敢选E，因为这种句型作为正确答案出现的太少
