询问一道逻辑题

2.    In the years since the city of London imposed strict air-pollution regulations on local industry, the number of bird species seen in and around London has increased dramatically. Similar air-pollution rules should be imposed in other major cities.
Each of the following is an assumption made in the argument above EXCEPT:
(A) In most major cities, air-pollution problems are caused almost entirely by local industry.
(B) Air-pollution regulations on industry have a significant impact on the quality of the air.
(C) The air-pollution problems of other major cities are basically similar to those once suffered by London.
(D) An increase in the number of bird species in and around a city is desirable.
(E) The increased sightings of bird species in and around London reflect an actual increase in the number of species in the area.

答案是A。
我的问题是,在前提里,说到控制污染的条例是针对当地工业的。而在结论时,说,其他大城市也应该象伦敦一样采用类似Similar air-pollution rules 的控制污染的条列。那么其实A是不成立的。
我认为D是正确答案,因为题里并没有说An increase in the number of bird species in and around a city is desirable。只是说,因为空气质量好,鸟多。只是个证据。
请各位指教

另外还有一题

第一题我解答正确。为B,就是说B) Whether the newborns in both nurseries were equally healthy and happy at the start of the experiment

这样在下面的第二题中,问到支持题目中的假设古典音乐对婴儿的身体有好处的应该是什么,为什么答案为C呢?我觉得B也可以成立

1. A is the answer. It is not an assumption because of the "almost entirely" in it. If A is changed to "in all major cities, air-pollution problems are caused at least partly by local industry." You can try to reason why.

D is an assumption as birds are seen is part of the argument: control --> more birds; if control elsewhere --> more birds elsewhere. The argument is that air-pollution control will result in more birds. So if other major cities have similar control, more birds will be seen for sure as supported by the argument. So advocating control indicates that more birds being seen is desirable.

2. In choosing B, you made an assumption that premature baby normally at least cry as much and suffer as much ailment, if not more than, as normal baby. I am not sure whether this is common sense or not. I will not make such judgment as it is kinda technical.
