However, we would like to defer our final decision until we have reconsidered your application within the broader pool.

To help more people who might encounter the same problem, I am posting my reply here.

As far as I know, "reconsider" is better than "waitlist", because it means that you will be treated the same as second round applicants, while "waitlist" means you won't be considered again until there's slots unfilled.

To increase your chance to be admitted, go through relevant threads on CD. I don't have much say on this. All I know is that you can update the adcom of your recent achievement/improvement, keep in touch with your interviewer, etc.

说了， 现在不取，但是还要看最后总的申请情况。也就是说，如果后面没取到足够合格的，那还有希望。如果是好学校，那基本就是没戏了。这个比waitinglist要差吧，因为wl会说是让你等决定，不会明说不取。defer是明年了，而且是重新申请的，不过有个record， 还有就是可以了解不足之处，在来年申请中克服，所以几率应该大些。不过严格说，defer就是重头来过，连钱也是要重交的。我看，别抱太大希望了。
