如果gmat verbal不达到要求，能冒险申请wharton吗？

To my knowledge the answer is somewhat misleading.

It depends on whether you are planning to apply for a F1visa or change to a F1 status (if you already in the States).

I think there are, in most cases, only two classcification of applicants:

US citizen or permanent resident, and international, whatever visa you are holding.
