In the first place, the author's argument rests on the gratuitous assumption that reading newpaper will necessarily lead to attentive to news. A good example of this is that in all the universities in Shanghai, Wen Hui Bao is a compulsory newpaper to all the students. However, ..... so....(I think students in Shanghai all know what I mean) Last but not least, newpapers is just one of the media channel. Given the fact that there are a lot more other information chanel, newspaper circulation can not be taken as an indication of whether people pay attention to news. Internet, TV news and other channels all serve as more convenient and modern information channel of news, reaching each corner of the province. It is possible that the penetration of internet in Province Jia is much lower than that of province Yi, which result in the difference of newspaper circulation.
