这里which修饰了限定定语从句，因为the United States是单数名词，capitalize可以跳跃修饰colleges。虽然OG上说,一般which只能修饰非限定性定语从句，他们也是有例外的，比如下边这题：

而且 GMAT 中形容词/分词的修饰等级也较定从的优先。

我再补充一下，
A consortium （of historically Black colleges in the United States），括号里面全部是修饰consortium ，因此直接用动名词修饰consortium 既可，with,through，in显得多余，which因为前面有不止一个单数名词，所以会产生指代歧义的问题

rich relationships of such schools and African nations 感觉不对，应该是rich relationships between such schools and African nations
