我觉得这道题目最奇怪的是时态 Mel:The legislature’s move to raise the salary has done nothing to improve the situation, because it was coupled with a ban on receiving money for lectures and teaching engagements. 使用了完成时和一般过去时，感觉这个move是已经发生的事情，也就是已经涨工资并且已经有ban了。 然而， Pat: Since very few judges teach or give lectures, the ban will have little or no negative effect. 使用了一般现在时和将来时，又让我感觉这个ban尚未发生（即move尚未发生）。 那么， 到底这个move是发生了还是没发生呢。。。。。？
如果move尚未发生，Pat的结论显然假设了未来也是few judge will teach or give lectures，然后才得出结论the ban will have little or no negative effect. 这时与A选项的描述一致。A.attempts to assess how a certain change will affect potential membersof a group by providing evidence about its effect on the current members.
如果move已经发生了，那么very few judges teach or give lectures,这件事儿是在已经有ban的情况下的，所以ban可能是导致few的原因，而不是few可以推导出的结果。与B选项描述一致：B.mistakenly takes the cause of a certain change to be an effect of that change（这里a certain change指的是very few judges teach or give lectures）
C选项我觉得不是答案。C.attempts to argue that a certain change will have a positive effect merely by pointing to the absence of negative effects 不要忘记涨工资本身就是一个positive effect. Mel之所以认为move不positive就是提出了可能有ban的negative effect，那么Pat反驳了Mel，认为ban的negative effect是absent的，这样不就证明了move本身是positive的么。这样论证并没问题啊。
