答案是C。Lawyer把这道题归为assumption，但我怎么看怎么觉得是must be true，但按照must be true的方法是无法解出来的，请求一些解题的思路！！谢了先！

这题主要是要注意动词的平衡。从句里面it是主语，后面都用过去时。用and作为连词连接两个动词。选错的，可能是由于把reflect xxx理解为修饰quota了。请再仔细阅读下。

根据我上面认为，no commitment to minority hiring and eventually promotion是修饰postion的，不是quota。而A中的quota with xxxxxxxxxx，则用来修饰quota了。所以错的。

补充一下，从句里的it，我认为是指前面主句里的position，所以后面的从句部分都是用来修饰position的。
