这题的时态问题很让人困惑啊，貌似during和in都不是明确的现在完成时的标志词，是不是要通过主句的时态判断啊？如果仅从分句来看，A好像也没错。。。

during two decades 起码不是过去完成时的明显标志，而且主句里面的 have allowed 也是用现在时态的一个重要提示，同一个句子里尽量保持时态的一致。
B 选项用 has hardly increased in two decades 表示动作延续至今，逻辑上更符合

因此 B 选项的时态优于 A 选项的过去时。
