2、“it is unrealistic to expect individual nations to make, independently, the sacrifices necessary to conserve energy. international leadership and worldwide cooperation are essential if we expect to protect the world’s energy resources for future generations.”

13、“responsibility for preserving the natural environment ultimately belongs to each individual person, not to government.”

2、
Position: Emphasis on the overwhelming importance of international leadership and worldwide cooperation for the purpose of energy conversation does not necessarily contradict with encouraging individual nations to make voluntary and independent efforts to protect energy resources.

A: Left to their own devices, individual nations, like people, will act according to their own short-term motives and self-interest.

B: The problem of energy crisis as well as the solution to it is international in scope.

C: However, when individual nations become aware of the importance of the preservation of their domestic energy resources as well as the interdependence of nations in term of energy consumption and conservation, they are very likely to make consicous sacrifices for the good of their own national interests.

13、
Position: Although individuals' voluntary actions are necessary for environmental preservation, I insist that governmental participation plays a more important role in this campaign.

A: Individual or private companies tend to pursue their short-term private interests, which has been the direct cause of environmental crisis.

B: Government possesses the authority and resources necessary to address environmental problems.

Developing countries are home to many of the world's most species-rich ecosystems and  thus forming abundant energy sources. Yet these countries are often poor and heavily populated. Creating a system of conservation that works in these areas poses a tremendous challenge to scientists, local communities and the international community.

Much evidence show that even some large preserves in developing countries have failed to prevent energy resources loss. For example, Twenty years ago, Indonesia created an integrated forest management system based on principles of conservation biology. Unfortunately, mismanagement, and economic and political turmoil have gradually eroded these principles. As a result, forest management in Indonesia is now in a state of chaos and the situation is dire. A group of researchers wrote in a recent edition of the journal Science: "If the current state of resource anarchy continues, the lowland forests of the Sundra Shelf, the richest forests on Earth, will be destroyed by 2005 on Sumatra and 2010 on Kalimantan."

Clearly, a more integrated and better-funded system of conservation in developing nations is required. Unless the proper management tools are in place, "protection" on paper will mean nothing at all in the real world. Developing nations do not have the resources to accomplish this on their own. Since all people stand to lose if the rich energy resource capital of the tropics is eroded, undoubtedly this is an international problem.

42.“scientists are continually redefining the standards for what is beneficial or harmful to the environment. since these standards keep shifting, companies should resist changing their products and processes in response to each new recommendation until those recommendations become government regulations.”
discuss the extent to which you agree or disagree with the opinion stated above. support your views with reasons and/or examples from your own experience, observations, or reading.

Climate change is a global problem requiring action from the entire international community. Countries from around the world are working together to share technologies, experience, resources and talent to lower net greenhouse gas emissions and reduce the threat of global climate change. The United States participates in and supports several international efforts designed to help countries to address climate change.

One important strategy for reducing global greenhouse gas emissions is developing and sharing climate-friendly technologies, commonly referred to as Technology Cooperation. These efforts can occur between nations, private entities, and organizations around the world.
