今天写13的时候很多单词不会写， 查字典也没有。什么是有组织，有计划的进行？什么是合理的安排和调度？？

preserving natural environment need to be processed organizedly and  desighedly, individual person has limit help to preserve the natural environment, therefore, it is necessary for the government to assign the duties that can be more valid to preserve the natural environment.
