这题中，so that比so as to的选项来的明确。

so as to之后动作的发出对象可以是shopping centers，也可以是factory outlet stores。

so that从句中的they明确了动作发出的对象是factory outlet stores。

至于competitive，做定语比较多，做表语应该不是习惯用法吧；而compete with则可以算是idiom了。

Longman字典上只有so as to be...因此我想so as to...之后是不能随便接实意动词的。

又考虑到so as to...之后的动作发出者必须是句子主语，因此我就总结出so as to be...的使用必须满足如下条件：

To之后的部分必须可以和主语构成系表结构

我想这道题A其实错在插入了一个not,这样so as not to be...显得有点怪怪的。也不知道这样说对不对，欢迎大家来讨论。

so as to后面肯定是可以加实意动词的，动作发出者是句子的主语

not 也可以夹在so as to 中间，We went along silently on tiptoe so as not to
disturb anyone.

所以A的毛病主要是不够简洁了，动词 compete 优于 形容词 competitive，改成 so as not to compete 会好很多，但against 对不对就不知道了
