我觉得如果从平行关系来看　选A是有一定的道理的

while 用来对前后两部分形成对比

(前面说) Elk 现在几乎只住在Rocky Mountains  但是 (后面说)　他们过去实际上是遍布于美国大陆的除了在最西南部的小部分狭长地带（没有他们的居住）　

但我也很疑惑which 在这里的用法

I think that is a typo, it should be "it" can not be the subject of "living"
