if you papers are really good ones, i guess you can try PHD Operation Mangement. if you have time, try to boost your GT scores. or you can try the route: ms stat---phd Finance/OM。

you can get a master of science in Statistics in the U.S first and then apply to the PHD program, provided that you have good trainning in Math, it should work. and you can try taking GMAT ASAP if you are applying for Fall 2007. GMAT is kinda different from GRE, which may be the type of test you like (less vocabulary, more math)
your T is definitely not encouraging. if you have time, i suggest you take the T, if not both G and T again, because most schools seem to be more strict on T than G.
