同意，如果，人们在两桥之间可以自由转换使用，那末使用
a桥的人就会使用B桥，这样，总人数不会下降，不应该提高费率。

My choice: other vege same nutrituion as potatos are cheaper and available.

持保留意见，Potatos production has declined.和So to expect % of potatos in daily diet to go down 未必有直接联系，很可能历年的储备可以补上缺口。所以，本题支持应指出，两者有联系，没有第三者可以补充。
作者的选项需在进行比较。
