The conclusion is those locations will not stay vacant for long.

The reason is that the locations will take up by new nondiscount department.

B said that the locations have taken up by discount department, weaken the reason.

directly said the reason can not exit.

but E said that there are stores can sell somethings other than the two competitive stores.

Seem that it is irrelevant to the conclusion and reason.
