E is right,

I give you an example: in order to have a comfortable living, a senior should have $120. There two parts contibuting to this amount. $80 is from the government, and $40 is from his own son. Now, the government increases its share by 20% to $96, then, to maintain the same level of living, the son will decrease his contribution accordingly, down to $24, still to make the total of $120. As a result, the old man is not any richer.
